The compilers you invoke from the terminal or you install an IDE that supports gfortran and that will call the compilers for you. There are of course other websites covering gfortran and Fortran in general. You access the documentation in your web browser by going to the address file:///usr/share/doc/gfortran-doc/fortran/gfortran.html. This installs the f95 and f77 compilers and documentation. Install gfortran and gfortran-doc from Software Manager or in one go with command apt install gfortran gfortran-doc.
